An extreme version of this problem is taking place in Hong Kong, where 300k domestic workers are required to live in their employer's home (think small apartment) and the only place to go on days off was overpasses or small parks. You should not imprison an entire population

People can go to the beach, just not one 20km away. Which, given its NZ, isn’t a problem. It’s easy to stay local for your time outside each day here and still be able to go to a park, lake, river, or beach :-) Plus it means less risk of car accidents etc.

In his defence, the rules around if you could drive to exercise were poorly defined & communicated early in the lockdown, and aren’t precise even now. But if you’re the Minister of Health then there’s a reasonable expectation that you go with the conservative approach.
