I'm sitting in Japan trying to understand this argument, and I fail. Such certainty. You may be right but I don’t think cluster suppression necessarily implies large numbers of tests. The positive test cases I know personally have resulted in quarantines of all contacts, none of them tested.

Wasn't the policy until at least very recently to put everyone who tests positive in the hospital?
