What in your opinion (especially those of you living there!) are countries who have competently handled this public health crisis? In my mental list, I have South Korea, Canada, Vietnam, Iceland, and Thailand. I am sure there are more—who are your nominees, and where am I wrong?

Taiwan, Hong Kong, Macau, New Zealand, Singapore... Are you measuring by success or the effectiveness of government policy?

I'm measuring by distance from best possible government response they could have had, knowing what they did at the time. I disagree about New Zealand, I think they threw away a chance to be coronavirus-free.

South Korea has done a more-effective job responding to a large-scale outbreak than approximately anybody after bad luck with patient 31. That is a commendation to their response, even though the outcome is still unfortunate.

Macau quickly shut down all of their casinos. That's a wild decision to make in a place whose primary income is those casinos. That decision alone probably saved Macau, and it's not an easy decision to make. (Shut down large portion of economy instantly vs. save lives.)
