I'm with you on the large groups and so on. But a lot of the hassle seems to be happening to people who come out alone or in pairs and aren't endangering anyone else, or themselves.

It depends if you consider the view that the virus stays on surfaces for days so a pair having lunch at a bench and the vacating to be occupied by another later could also be transmission.
