Fair enough. However there is a localised issue with people turning up on large groups, which is sadly the likely trigger for banning any activities. In your favour is the concurrent mess with legislation and the interpretation of it.

My big concern with the government going after people for using outdoor spaces is that it makes the lockdown less tolerable, and shortens the time people will comply with it. I agree with you that whether groups are forming, and how people are behaving, is the central question
