Also the “on foot” bit has failed on occasion.

I'm with you on the large groups and so on. But a lot of the hassle seems to be happening to people who come out alone or in pairs and aren't endangering anyone else, or themselves.

people are only meant to go out for a walk for exercise, instead we're seeing people get in their car with picnics and head to parks and beauty spots, crowding beaches and ignoring the distancing rules

other people are flouting the rules as a result thinking it's nothing much. If everybody knew the rules, followed them, and were sensible it wouldn't be an issue, but people demonstrated over and over again that's not the case
