It's not that the technical means are there, and we just have to put them together. The entire surveillance apparatus is there, lights blinking. All you have to do is show the output stream to researchers (which we're already seeing happen)

What aspect of Singapore's approach are you considering pervasive surveillance though? Their TraceTogether app is voluntary, doesn't collect location data, stores all data only locally until user decides to share it with the health ministry, will soon be open-source, etc.
