I've learned from friends in the Japanese medical system that hospitals are taking emergency measures (closing to all non-urgent cases) despite no official declaration of emergency by the national government.

Perhaps partially informed by the Japan Medical Association saying the same thing and declaring a “state of medical emergency” and the government’s council of experts warning that the virus is “rampant” throughout Japan.
