That just reallocates resources. It can't do anything about - to name an example that's been in the press a lot - the fact that the entire N95 mask manufacturing capability of the USA is fully saturated, as are the specialist supply chains to build more. Not matter what Vox says.

That’s true - what competent management *could* be doing is helping to minimize garden variety logistics failures, and helping to increase capacity, by making it viable to increase production. You’re also right, capacity can’t turn on overnight. But it can turn on a lot faster.
