The Financial Times still has its blurb about "a culture of obedience" on the chart showing the low increase in the death rate here, but I think that says more about the FT than about Japan.

Yeah - that tagline makes no sense, because aside from school closures, the govt hasn’t actually asked the ppl to “obey” that much.

I even agree with it to the extent that there is a strong culture of civic responsibility (like in Hong Kong), and any society that can master Japan-level recycling can follow arbitrarily complex guidelines. But as you point out, there has been no real request made of them at all
