The responsible thing for Senators to do is to stay in D.C., where they can convene if necessary on short notice (while working out remote voting possibilities), and where their travel home from an institution that has already been exposed won't put their constituents at risk

And they haven't figured out remote voting, which means no contingency planning if they need to respond to something quickly in those three weeks. No contingency planning in the event that more of them are ill or in isolation come April.
