What happens if we use data for this purpose and we *don't* get better regulations? What happens if the government and the private companies providing the data use their new-found access to solidify political control in such a way that makes passing better regulations impossible?

You limit it strictly in time and scope to a designated public health agency. It does not entail any expansion of power for the tech companies, who already collect all this data and use it for their lucrative private ends.

I think this would be immensely valuable, as well as, as you recognize, fraught. I wonder: many of the most vulnerable, those on the margins, the elderly, the destitute, the incarcerated, are among those least likely to carry electronic devices. How would we account for them?
