1989 seems like the only example of the dissolution of state surveillance directed at scale at its own civilian population, and the process of making that happen was rather more complicated than you appear to be making it out to be.

Interesting examples, but seems like saying Rome went down without a fight because it allowed itself to be sacked. And not very relevant. The more modern parallels would be PATRIOT act and the AUMF. Exactly what would happen with this new tech sol'n in DHS hands.
