I gotta say, I find this very alarming, too. As you point out about 2001, once you let them do something, it's hard to put the genie back in the bottle.

Allowing the government to look backwards and identify which phones I was around and attach names to my associates. That's got to stay illegal.

Heck, you've got me scared enough just at the idea that I'm tempted to take a sledgehammer to my phone and go with weekly burner phones.

I also think it's impractical just on a cost effectiveness basis. They don't have time and people necessary to do regular contact tracing now. Getting an automated call saying "YoU WeRe NeaR A ConTaGiouS PerSOn At 3:35 p.M. YesTerDay" will freak people the fuck out.

Leaving that aside, I'm curious about the first point. The stuff is already tracked and recorded in tons of places. Why would having the CDC do it make it so threatening? Is it just the realization of what's being recorded? Is it the fact that it's a government agency?

We know it exists in the FBI and intelligence branches for sure, since the same technique is used in counterterrorism. That said, I am generally sympathetic to the argument "don't build out infrastructure you don't want to see become permanent"
