The NSA already has access to this data. They are providing query-feeds to the DEA and ATF to launder in their local fusion centres. But polite society pretends this isn't the case, so giving the CDC permission to do this in the open is a meaningful change in norms.

Given how much the CDC has been remade as a tool of the current president, how little respect the security state has shown for the risks, plus the authoritarian leanings of much dem leadership, the fear of explicit expansion to DHS/ICE is reasonable.
