Yes it is definitely a failure of global supply chain, you can ramp up much faster if your supply chain is local. If you're fully vertically integrated, then one email from CEO is enough to get the ramp up started. That doesn't even consider the global logistic difficulties.

True. Any country should have its one month or more of supplies. If not, when the outbreak started in January or even Italy was spiking up, that’s the time to approach manufacturers, collaborate and prepare to fight.
