I wonder why they would possibly be motivated to under test and under report

Even those Ministry of Health (who were responsible for the Diamond Princess debacle) are at a loss for explanation as to why the number of tests performed is far below the daily testing capacity (at least on paper).
It's weird how few people are pointing out that the Japanese government has always consistently failed to respond to and covered up any disaster that's not a clear, blameless natural disaster, from the Minamata mercury poisoning to Fukushima
This chart suggests that Japan has the second highest availability of critical care beds (thrice as much as Italy). So I wonder if it’s possible for Japan to absorb a lot more patients without reporting. Surely they wouldn’t cover up, though?pic.twitter.com/tz3mSGF2Bm
