I think in the case of Illinois, the legislature has to actually vote to change it. We administer the primary for both the Republican and Democratic Parties.

I think the ideal situation is having the legislature reschedule the election. But the DNC can help here a lot by pushing for such a move, and in the worst case at least try to reduce turnout

That election date is set by law, and the starting date of the new Congress and presidency is set in the Constitution, so the election is much harder to move (and impossible to move far)
