Poll workers in particular are in a vulnerable position. They have to interact with every voter who comes into a polling place over a 12-14 hour period in one location. They are mostly volunteers, very many of them elderly. The election cannot proceed without them.

Elections in the United States are a state and local matter, so even answers like "how do you tally ballots in a safe way" will vary from polling place to polling place. Poll workers also need guidance on things like whether it's permissible to deny entry to someone visibly ill
