Question. If, say, one of the tests WHO used had a roughly 80% false positive, would that explain it?

That would be way too high to be useful as a test, even if you were only testing highly likely cases. Like, ridiculously useless.

Japan is severely undertesting. https://asia.nikkei.com/Spotlight/Coronavirus/Coronavirus-Why-Japan-chose-to-test-fewer-people … The number of deaths compared to the number of known cases is way too high for Japan to be testing as thoroughly as other countries like South Korea. In South Korea, the rate is < 1% while in Japan, that rate is > 2.5%.
