Why is nobody in American politics able to get young people to vote at old people rates?

It's literally just that young people have far more distractions (and presumably lives). Less likely to have school and work flexibility. So far as I understand it.

Okay, but there seems to be a pattern across the board. Like, even states where you vote by mail (which removes the time off requirement) see very low youth turnout.
