I think for people that rich it's probably not as simple. He has a bunch of wholly-owned companies that have separate taxes, for example.

Arguably but it’s really that he will stall until he drops out (he probably doesn’t want to release his returns when he’s going to drop out anyway). He says his returns were available when he was mayor — true, but only for inspection by journalists physically at city hall.

At this level, tax avoidance becomes a negotiation with the IRS. Just because they found some justifications that pass muster with the IRS - probably by the narrowest of margins, intentionally - doesn't mean Bloomberg wants to defend them in public.

No idea if it applies to Bloomberg in this case but many rich people pay lawyers to file for delay and delay in order to maximize the info they have in order to take advantage of year-over-year interchange. Not uncommon for them to be multiple years behind.
