This may be a dumb question, but how exactly does that work? Is who had voted in which election public information in the US?

Being a Dutch citizen living in Germany, I get to vote in local elections only. For European elections I do actually need to register to avoid double votes (which I spectacularly failed at by missing deadlines in the past... The voting office closed at 12:30 on Friday

The records used for voting are the same ones used for most other administrative activities (tax region, where you go to get government stuff done, city of residence for taxes, etc); as far as I know, in Germany, voting eligibility is by residence only (but I'm not 100% sure)
