This may be a dumb question, but how exactly does that work? Is who had voted in which election public information in the US?

Right, but that just tells you how many potential voters there are, right? Or are people not automatically registered if they're eligible to vote?

In most parts of the US, California included, you have to explicitly register to vote.

In Massachusetts the record of every voter in a given election is provided "upon written request by any person": MGL Ch 54 sec 108.
