I have never to my satisfaction figured out why there was so much spam. My two leading theories are 1) contractors steal it and share it, 2) it's cross-matched against databases from public FEC filings

In most cases, there's a pre-existing agreement that makes those lists available to the DCCC and from there to God knows what candidates. It's not a thing the GS candidates are likely to even have a say in, so it's a bad idea to imply any confidence that it won't be shared.

That was not the case with any of the Great Slate campaigns, whose relationship with the DCCC was pretty antagonistic
