What I mean is that there is nearly always a way to say, "Hey, let's do this" instead of "stop doing that." Even a random, "wow look at [whatever]," solely to distract, can stop annoying behavior in a positive way.

Not to say there's never a time when you need to tell a kid to cut the shit. There absolutely is. But it hurts my heart (and I suspect, a child's heart) when the "stop that" message is always a parent's first or only go-to.
