If you wanted to fix the presidential primary process, what small states (singly or in combination) are a good proxy for the national electorate as a whole? The idea being to let lower-budget candidates break through if they can by showing strength there early

Maryland would be not bad. It has more Black and Hispanic voters than the US population overall, but the proportions roughly match those of the Democratic coalition specifically (30% Black, 20% other POC, the rest white people evenly split between leftys and moderates).
