(She, not he). I think that's a misunderstanding of socialism, which is not so much about public services as who owns the means of production. By that measure, Hong Kong is about as capitalist as they come. But I recognize that in 99% of discussions socialism=public services

Hong Kong is also full of successful social programs that Blackburn would consider socialist - public housing, health care, the excellent (for now, anyway) public education system.
