As is common in the media, the Senator is choosing to be imprecise because the reality is complicated. Billionaires make “small” donations directly to candidates and then use various dark money vehicles for the bigger ones (Super PACs, 501c4s, etc). No coordination, of course

If you give $100 million to a PAC affiliated with one candidate, you're donating $100 million to that candidate and it's disingenuous to say otherwise. Everyone knows what the laws says & everyone knows how to get around that law.
