Just going by straight-up wikipedia here - Dictatorial rule - Regimentation of society - ...and the economy - Forcible suppression of the opposition None of these obtain here. We just have a vanilla authoritarian like so many other countries.

Your logic would be like saying that the Nazis weren't fascist until 1933, that prior to that it was something other than fascism. They want everything Umberto Eco warned us constitutes fascism, whether they've accomplished it *yet* is not part of the analysis.
