All this against the backdrop of a peaceful 800+K march on Hong Kong island, and an enormous drop in tension and confrontational protest activity in general after the siege of PolyU ended nearly a month ago. These narratives don't fit with each other.

Back in the bad old days, police would sometimes let triads know that they'd appreciate some high profile arrests. They'd mysteriously get intel leading them to gambling den or brothel raids, generating good publicity. This would definitely never happen in 2019 though
