The problem is even worse for the senate, where senility is rampant and it is now the accepted practice (rather than a shameful display of vanity) to cap one's career by dying of old age in office.

Hmmmm, I wanna guess it was written in an age where life expectancy was lower so it was hard to gauge folks even living this long...

The way life expectancy worked then was that if you lived to 50, you had a similar shot at making it to 70 as now. But it's true that political life was physically more demanding back then!
