They've replaced a bunch of the missing barriers around Sham Shu Po District with yellow plastic chains hung between the posts - I like it, gives the area a slightly jaunty air, feels more friendly that what was there before...

I think that's normal to weld off the connector points in open sections safely? To prevent cuts etc. I think I've seen barriers assembled & welded this way here in Israel, too.

I think it's new. I saw workers welding them about a month or so ago near King's Road in Tai Koo. They were welding recently installed barriers that had replaced the ones that were taken apart by protesters.

Protesters long ago learned how to use 4" cordless angle grinders. Quicker than a wrench if you know what you're doing. Just a little noisier.
