One of the dogs that isn't barking in the Hong Kong protests, which are coordinated almost entirely online, is Facebook. The site could be offline right now for all anyone knows and it would have zero impact on anyone here.

There's an unrelated reason that emergency measures to limit internet access weren't taken this summer, having to do with the consequences of such a measure on expats. But it really helped not to have a highly sophisticated filtering/censorship system in place and ready to go
