No, it isn't. Lend-Lease began in March of 1941, supplying huge amounts of military equipment to the British and the Soviets, and the US began escorting convoys against U-boats before formally joining the war. And once the US entered the war, they concentrated on Germany first.

Also, Pearl Harbor was a direct reaction to the US-led oil embargo of Japan in response to Japanese military expansion.
