I understand that in practical terms, the answer will be "whatever is most politically damaging for the Democrats", but I'm curious about their political theory of the case here.

Related question: why are they apparently whiffing on such other clear impeachable offenses as taking emoluments (bribes delivered via hotel properties), obstruction of justice (firing Comey), or all the horrific and questionably legal stuff at the border?

Because they're all caught up in this MaStEr pLaN to have a quick, unambiguous impeachment proceeding and get the trial out of the way before the Iowa caucuses so they can all "put it behind them" and get back on the campaign trail.

All indicators point to Nancy and the rest of dem leadership thinking impeachment is a political loser for dems, being frustrated at being forced into it, and wanting to finish it and move on as soon as is possible
