Even frontliners describe their actions in terms of looking out for and protecting others. Psychologically, the protests function almost like the response to a natural disaster, with strangers coming together in astonishing ways, except that the disaster is the Hong Kong police.

That is a very good question. No one thinks they are acting independently, but to what extent they are directly receiving orders from Beijing, rather than the Hong Kong government, is not clear.
