It's basically done by hand. When a voter goes to a polling station, staff check his HKID card, cross out his name from the voters' list (manually by a pen and ruler), and hand him a ballot. Every hour turnout statistics is also done by manual counting.

Doesn’t help with vote counting, but I have read that you can view that at the counting stations.
