Many campaigns have for several cycles now. That does not necessitate a sophisticated in-house data/analytics/targeting operation. Clinton had that. Obama had that. Romney had that.

I'm not trying to do Twitter battle on the point you're making, just checking my understanding about how that involvement worked (since I see it as a good weapon in my own Twitter wars against Facebook)
