The predisent's self-image is of himself as a master dealmaker, and part of that process involves effusive praise for the opposite side, as long as they are going along. But it's also true that tempermentally, Trump likes strong authoritarians like Xi.

Ordinarily, legislation that passed nearly unanimously would sail past any veto. These are less ordinary times and it's not clear what the Senate will do. It's also not clear what Trump will do. American support for HK is wrapped uncomfortably into his dealmaking obsession.
