i made this joke once but there are huge differences between a paper book distributed to residents of a discrete geographic area and personal information that exists permanently in an indexed, searchable form forever that can be accessed by anyone at anytime

This is an excellent point and a consistent failure of many 'open government' initiatives. Public records where you have to go to a building and look at a book are not the same thing as globally searchable online databases you can mass cross-reference against stuff with code
