One possible motive the Hong Kong government may have for escalating violence this week is to give itself a pretext to postpone or cancel local district elections due to take place on November 24th. That's why I find the use of the phrase 'local government' here suggestive

The other likely interpretation is that "local government" refers to Hong Kong authorities, and of course when local government can't handle a crisis, it's natural for it to ask for help from "national government". Neither interpretation augurs well.
