I wondered all summer why the Hong Kong government didn't use the same strategy as the Polish government in 1981, which was to play good cop/bad cop with the Soviet Union. But China seems to lack the flexibility to give the HK government this much leeway

My favorite bit of civil disobedience from that era unfortunately wouldn't work in Hong Kong. People ostentatiously went for evening walks when the evening news broadcast came on. The streets filled every night for half an hour, a sign of contempt for the lies being told on TV
