Many factors, but mostly (just like the housing market) enormous demand vs supply. Labor and material costs are also high, permitting delays and costs high, margins low, the sum of which drives contractors to larger, longer, more reliably incomes. Small projects skipped.

On the other hand, there's an endless supply of handy-persons all of a sudden, also expensive, but they exist and you can get a ton of small jobs done all at once. But some things you want a specialist, and if it's just "fix this plumbing" or "fix this socket" you're screwed.
