One lesson from PhotoDNA is that tons of wrongdoers don't even take the most basic tech precautions and will be caught by any system. A sadder lesson is that this stuff is enormously prevalent.

Fair enough, but I'm not sure that only catching the non-savvy criminals at huge expense for everyone counts as "it would work".
