As the article says, "air travel accounts for about 2.5 percent of global carbon dioxide emissions". It is responsible for ~5% of climate change, according to the IPCC. Indeed. The only ways airlines could do better is to either not exist, or to pivot their business to other modes of transport. Government could help by making it expensive (taxes) but that's counterproductive when alternatives are awful or unaffordable.

I suppose they could slap massive increased tax on fuel which would result in a rapid (destructive) reshaping of the industry. Airlines lacking the budget to buy more efficient jets would go bankrupt. Flights would be less frequent and in bigger planes. Not sure it would do much.
