Are the people still avoiding digital and IRL tracking as in the beginning? If not, what changed their mind?

People still go to great lengths to not be photographed without a mask on, and use umbrellas to shield their faces from police cameras and the hovering helicopter, but carry their devices with them (which leave a forensic digital trail). Same situation as when I arrived in August

I have not met anyone whose precautions are adequate to the level of digital surveillance available to the PRC. For example, people will get burner phones but then communicate by Telegram group chat, which is almost certainly compromised.

Agree no level of precaution is going to be completely safe. Haven't seen that TG is compromised though, can you link?

Telegram group chat isn’t end-to-end encrypted.

What Thomas said. Telegram is two apps tied together. One is an end-to-end encrypted individual chat, the other is a group chat where everything that is said lives on a server somewhere. That server is presumably of interest to Chinese state security, which can penetrate it.
