Do you mean by this that some groups of people aren’t allowed to vote (more info please!) or that the government isn’t a fully elected body?

It's pretty complex but tl;dr only the local District Councils + 1/2 the Legislative Council are directly elected by citizens. The rest + the entire exec branch is chosen by functional constituencies (mainly business/professional interest gps) citizens votes < big business votes

Right now the Legislative Council is chosen by a complex method where only a fraction of representatives are directly elected. Also, Beijing has veto power over the choice of Chief Executive. Universal suffrage would mean a freely elected CE and Legislative Council.pic.twitter.com/Dvk4nUbLfi
