Deliberately putting the wrong numbers in your tax return is 100% a crime, and even if not prosecuted as such can subject you to significant penalties.

If you underestimate your tax, you can be forced to pay penalties on the unreported income. If you overestimate your tax, you risk the CRA just assessing you on the basis of your return and paying too much tax.
