Why you say it gets weaker? From what I understand (I did not verify but it sounds plausible) in the expired one the “mixture” separates into single components which are more toxic than the mixture
All we know is the manufacturer, Nonlethal Technologies in Pennsylvania. I'll see if I can Google up a data sheet from them

Realistically, based on my anecdotal experience, is that VERY OLD, i.e. 20-30 year old, CS projectiles/grenades burn more slowly if they've been stored in humid environments. This might cause police to use more than they otherwise would.
